Administer the Federal State Revolving Fund (SRF) Loan and State & Tribal Assistance Grant (STAG) programs; work with the Drinking Water Board; prepare loan packets, rule changes, and other documents for review by the Board; prepare authorization letters and other legal and controlled correspondence for the Board and Division; meet with and assist loan and grant applicants and recipients; hold meetings with borrowers & grantees, their attorneys, bond council, engineers, environmental consultants, financial advisors & public; help them complete federal and state requirements for loans/grants, prepare NEPA documents and issue FONSI; review their loan, grant, legal, bond, financial, environmental, engineering documents; monitor bidding process, inspect construction work, and process pay requests and other related documents; perform sanitary surveys; provide technical assistance to water system personnel; review plans & specifications, including changes & corrections in the field; provide training to utility personnel, other staff, and Drinking Water Board members; witness well grouting; and other duties as assigned.
Qualifications
Level III: Four years professional engineering work in the drinking water and/or wastewater profession, including a minimum of two years experience in the drinking water profession. Utah Professional Engineering License (current)
Level II: Two years professional engineering work in the drinking water and/or wastewater profession. Utah Fundamentals of Engineering (passed test)
